Gasoline Dispensing Requirements

Compliance Reminder: South Coast AQMD Rule 461 requires owners or operators of gasoline dispensing facilities to submit their facility's monthly gasoline throughput data for the previous calendar year by March 1 of the following year. This submittal also satisfies state reporting requirements.

The Annual Throughput Report can be submitted via FAX to 909-396-3761, by email to Rule461throughput@aqmd.gov or by mail to:

NEW In response to direction from the Governor, the California Air Resources Board (CARB) is temporarily allowing the sale of winter blend gasoline beginning on September 28, 2023.  From a vapor recovery system perspective, the early introduction of winter blend gasoline (higher RVP) may result in an increase of ISD overpressure alarms.  CARB is temporarily extending Advisory 405-D to allow station owners and operators to clear the alarms without vapor recovery equipment testing or service for ISD overpressure alarms occurring between September 28, 2023 and March 31, 2024.

Updated Remote Dispensing AST Advisory #04-18 (PDF) to Owners/Operators of Aboveground Storage Tanks with Remote Dispensing Configurations. 

CARB Informational Bulletin (PDF) to contractors conducting V/L testing in Exhibit 5 for Assist Phase II EVR systems.  This informational bulletin serves as a reminder that the only replacement for existing Healy nozzles are EOR nozzles and that the correct adaptors and surrogate spouts must be utilized to determine V/L.

Overfill Prevention Device Testing Advisory #03-18 (PDF) to Owners/Operators of Underground Storage Tanks conducting State Water Resources Control Board testing of the Overfill Prevention Device.

ORVR Fleet Facility Low Perm Hose Advisory #332 (PDF)- The California Air Resources Board (CARB) has issued an advisory on Low Permeation Hose Compliance Dates for ORVR Fleet Facilities.

Vaulted Tank Advisory #01-18 (PDF) to Owners/Operators of Below-Grade Vaulted Tank Configurations regarding September 24, 2018 deadline to install Phase I and Phase II EVR systems.

Low Perm Hose Advisory #02-18 (PDF) to Owners/Operators of Gasoline Dispensing Facilities required to install Low Permeation hoses by September 24, 2018.

Vapor Recovery System Testing and Pre-Backfill Inspection Scheduling

- South Coast AQMD Rule 461 requires testing of vapor recovery systems for new and in-use gasoline dispensing facilities from certified vapor recovery testing companies/ contractors.  For more information on testing types, frequency, testing hours and a list of currently approved vapor recovery testers, please click here.

- Pre-Backfill inspections are conducted during the construction phase of new or modified gasoline dispensing facilities.  For more information regarding the inspection requirements, please click here.
