- The Rule 461 series provide attendees with a fundamental understanding of vapor recovery systems and other information necessary to comply with Rule 461 requirements. Since each class is designed for a particular activity conducted under Rule 461 (PDF), please refer to the rule to determine which class or classes are required.

Daily Self-Inspection Class
This course is designed for Gasoline Dispensing Facility (GDF) personnel who will be conducting daily maintenance inspections, such as gas station attendants, managers, or station owners/operators. Subjects covered during this training include: Rule 461 requirements, Phase I and II vapor recovery systems, inspection procedures, equipment defect detection, and recordkeeping requirements. In addition to the classes offered by South Coast AQMD, there are also a number of outside trainers that have been approved by South Coast AQMD to provide this training.

Annual Periodic Inspection Class
This certification course is intended for anyone planning to conduct the annual inspections required by Rule 461. These inspections are typically performed by third parties, but station owners/operators or their designated staff may choose to conduct these inspections themselves. Subjects covered during this class will include: Rule 461 requirements, CARB Executive Orders, Phase I and II vapor recovery systems, South Coast AQMD permitting requirements, inspection procedures, equipment defect identification, recordkeeping requirements, and In-Station Diagnostic setup requirements and alarm criteria.

Vapor Recovery System Tester Orientation
Regular testing of a Gasoline Dispensing Facility's (GDF) vapor recovery system ensures its proper operation and compliance with applicable CARB Executive Orders. Individuals must first complete this orientation training prior to conducting any testing in the South Coast AQMD. Subjects covered during this training include: CARB test procedures 201.3, 201.4; EVR test procedures; testing equipment; and Rule 461 requirements for testing (notification and reporting). Upon completion of this course, participants will be issued a tester account. In order to be authorized to conduct testing at any facility within the South Coast AQMD, a tester must also complete the International Code Council Vapor Recovery System Testing and Repair exam. International Code Council is not affiliated with South Coast AQMD.
