Do I need to file a Rule 1415 Registration Plan for refrigeration units with the South Coast AQMD?
Rule 1415 covers stationary, non-residential air conditioning systems with full charge refrigerant capacity of greater than 50 pounds that provide cooling to a space to an intended temperature of not less than 68°F for the purposes of cooling objects or occupants. Rule 1415.1 covers refrigeration systems with full charge refrigerant capacity of greater than 50 pounds that provide industrial process refrigeration, commercial refrigeration, cold storage or other process cooling.
Rule 1415.1 is equivalent to the California Air Resources Board (CARB) Refrigerant Management Program (RMP), a statewide regulation that took effect on January 1, 2011 and reduces emissions of high global warming potential gases from stationary refrigerant systems. All applicable refrigeration systems are required to register with CARB through the RMP.

My facility has multiple Stationary Air Conditioning units, do I have to pay a fee for each unit?
One Rule 1415 registration/plan covers all stationary air conditioning systems located at one facility address. One fee payment is required for submitting one registration/plan. Please refer to the instruction sheet or Rule 306 - Plan Fees for the current Rule 1415 registration fee.

Can I pay the filing fee for the Rule 1415 Registration Plan online?
The Rule 1415 Registration Web Application requires payment of the filing fee online for each application submission. After reviewing the application summary for a new application, the web application will prompt the user to pay the filing fee as the next step. When the user clicks on Pay Fee, the web application will take the user to the South Coast AQMD Online Payment portal, where payment can be made by either of the following methods:
- Credit card; or
- E-check/checking or savings account.

How can I obtain a copy of my previously filed Rule 1415 Registration Plan?
The Rule 1415 Registration Web Application maintains a copy of application(s) that were submitted online and is available to download. To obtain a copy of your Rule 1415 application:

Log in to your user account.
- Click on My Reports on the left panel of the website.
- Click on the drop-down arrow of the Select Action field for the application(s) for which you would like a copy.
- Select View Signed Reports.
- Click on Download Official Copy of Record (COR) or click Download next to Master Copy of Record.

Can you help me check on when the last time was that I submitted a payment for a Rule 1415 Registration Plan?
For facilities that have a user account in the Rule 1415 Registration Web Application:
- Log in to the user account.
- Click on My Reports on the left panel of the website. You should see all Rule 1415 applications created and/or completed online for all facilities registered under your account and the year in which they were submitted. Applications with a Report Status of “Signed and Submitted” indicates that the application has been paid for, signed, and submitted, and the date of payment (i.e. application date) can be found on the Original Copy or Master Copy of Record.
- Click on the drop-down arrow of the Select Action field for the application(s) for which you would like a Copy of Record, and select View Signed Reports Applications.
Applications with a Report Status of “In Progress” indicate that the application is incomplete (i.e. missing information, no fee was paid, needs signature).

I need an invoice to bill our accounting department, can you send me an invoice? Will I get a receipt after I have paid?
An invoice number will be generated during the registration process. When you reach the section where you need to click on “Pay Fees”, it will ask you either to pay via Credit Card or E-Check. Select one of the options then click on “Next>>>” after which an invoice will be generated.
PLEASE NOTE: After paying, you must continue to the “Sign and Submit” section to complete the registration process. A R1415 Registration Form, which is different from the payment receipt, will be sent to your email. You will receive a receipt after the payment from the credit card or E-Check is received. The receipt is not the registration, so you will need to continue to the next step to finish the registration.

How will I know when to submit my next Rule 1415 Registration plan application? Will I receive a reminder before my Rule 1415 Registration Plan application payment due date?
The Rule 1415 Registration Program does not send out reminders for registration or registration renewals. A Rule 1415 registration must be submitted every 2 years. To check if you are due for a registration, you can search for your facility using the Facility INformation Detail (F.I.N.D.) web tool on the South Coast AQMD website and view the Equipment List for a granted Rule 1415 Plan (listed as RULE 1415 PLAN NOTIFICATIONS). If the application date listed for the plan is 2 or more years past the present date, a registration is due.
For facilities that have a user account in the Rule 1415 Registration Web Application, log in to your user account, and click on My Reports on the left panel of the website. You should see all Rule 1415 applications signed and submitted online for all facilities registered under your account and the year in which they were submitted. If the latest report date listed for a facility is 2 or more years past the present date or if there is a report that is in progress, a completed registration and payment for that facility is due. If you do not see a report for a facility, you can use the Facility INformation Detail (F.I.N.D.) web tool and view the Equipment List for a granted Rule 1415 Plan (listed as RULE 1415 PLAN NOTIFICATIONS).

How do I submit a request for change/revision to my current Rule 1415 Registration Plan?
Facilities with current registrations submitted through the Rule 1415 Registration Web Application must void the submitted application and create a new application containing the change(s)/revision(s). To do so:
- Log in to your user account on the web application and go to My Reports.
- Click on the drop-down arrow of the Select Action field for the application for which you would like to void and select Void Signed Reports. A window will appear where you will enter notes for the Void action.
- Enter the reason(s) for voiding the application and click Void Report.
- After voiding the application, go back to your Dashboard and create a new application, including paying the filing fee and submitting the application.
- As soon as the new application is signed and submitted, notify Area Sources that a new, revised application has been submitted and request a refund of the filing fee paid for the previously submitted application.
Facilities with current registrations that were submitted using the paper registration form should send an email to Area Sources at areasources@aqmd.gov containing the following information:

- South Coast AQMD Facility ID
- Address of equipment location
- Application number of current Rule 1415 registration
- Statement about submitting a change/revision to your current registration
- Description of the change/revision

The ownership of my registered facility is changing. How do I transfer ownership on my Rule 1415 Registration Plan from the current to the new owner?
The current owner must cancel the existing equipment registration, then the new owner can obtain a registration for the existing equipment at the facility. To cancel an existing equipment registration on the Rule 1415 Registration Web Application, the current owner should:
- Log in to the web application.
- Go to My Reports.
- Select Void Signed Reports next to the registration to be cancelled.
To cancel an existing equipment registration that was applied for using the paper registration form, the current owner should email Area Sources at areasources@aqmd.gov notifying Area Sources staff of the change in ownership and requesting a deactivation of the registration under the current Facility ID.
Before creating a new registration on the Rule 1415 Registration Web Application, the new owner must obtain a new South Coast AQMD Facility ID. Please email Area Sources at areasources@aqmd.gov with the following information:

Facility name
- Address of equipment location
- Name, phone number and email of a responsible person at equipment location
- Business correspondence address
- Name, phone number and email of a responsible person at corresponding business
After the new owner has received a South Coast AQMD facility ID, he or she will be able to create a user account on the Rule 1415 Registration Web Application and create a new registration.

How do I update the equipment on an existing Rule 1415 Registration Plan?
Facilities with current registrations submitted through the Rule 1415 Registration Web Application must void the submitted application and create a new application containing the changes(s)/revision(s). To do so:
- Log in to your user account on the web application.

- Click on the drop-down arrow of the Select Action field for the application for which you would like to void and select Void Signed Reports. A window will appear where you will enter notes for the Void action.

How will I know if my Rule 1415 Registration Plan application has been approved? Will South Coast AQMD send me any type of confirmation?
A Rule 1415 plan submitted through the web application is approved once the application is paid for, signed and submitted. The plan will appear in My Reports as “Signed and Submitted”.

How do I de-activate or terminate a Rule 1415 Registration Plan?
To deactivate or terminate an application:
- Log in to your user account on the Rule 1415 Registration Web Application.
- Go to My Reports.
- Select Void Signed Reports next to the application for which you would like to de-activate/terminate.
For existing registrations that were submitted as paper format, send an email to Area Sources at areasources@aqmd.gov containing the following information:

Facility name
- South Coast AQMD Facility ID
- Address of equipment location
- Application number of current Rule 1415 registration (if possible)
- Statement about de-activating or terminating an application and if refrigeration systems will be taken over by a new facility or the refrigeration systems are to be shut down with refrigerant contents evacuated*
- Attach a copy of the application to be de-activated/terminated
* De-activation or termination of a Rule 1415 registration due to discontinuation of the operation of the stationary air conditioning system(s) requires evacuation of all refrigerant contents from the system(s). Otherwise, the air conditioning system(s) is still subject to Rule 1415 and required to be registered with the South Coast AQMD.
