In November 2021, South Coast AQMD received $32.1 million from the California Air Resources Board (CARB) to replace diesel medium and heavy-duty vehicles with zero to near-zero emission vehicles through the Carl Moyer Memorial Program. Additionally, more than $25 million is available for equipment through Proposition 1B.
As of April 19, 2022, owners of an eligible public or private medium and heavy-duty on-road vehicle (engine model years 2007-2016), locomotives, and cargo handling equipment can apply for funding under the Carl Moyer program. The replacement vehicles must meet the CARB-certified 0.02 g/bhp-hr NOx standard or lower. For the Proposition 1B Program eligible categories include locomotives and cargo handling equipment. The old equipment must be replaced with Tier 4 certified engines or cleaner.
Projects will be reviewed as received and will be evaluated based on program guidelines. South Coast AQMD may prioritize projects with greater emission reductions and that are in or around disadvantaged and lowincome communities.
Since their inception, the Carl Moyer and the Proposition 1B Programs combined have provided more than $900 million for projects resulting in the reduction of 15,000 tons of NOx.
