On April 2, 2004, the South Coast AQMD Governing Board adopted Rule 1470 – Requirements for Stationary Diesel Fueled Internal Combustion (IC) and other Compression Ignition (CI) Engines (PDF, 194kb)* to implement the California Air Resources Board Air Toxics Control Measure for Stationary Compression Ignition Engines, which is intended to control the particulate matter emissions from such engines.

Owners/operators of stationary diesel fueled CI engines over 50 horsepower are subject to Rule 1470.  It is recommended that you review Rule 1470 carefully to determine the compliance requirements and compliance dates specific to your engine(s).  

Rule 1470, subdivision (h), includes several exemptions from Rule requirements.  If your company plans to claim exemption from Rule 1470, please note that you have the burden of proof to demonstrate that your engine is exempt.

It is anticipated that future amendments to the state law requirements under Air Toxics “Hot Spots” Information and Assessment Act (AB 2588) will require facilities with diesel engines to report their diesel emissions starting in year 2006.  In order to reduce compliance costs, Rule 1470 submitals will be used to estimate emissions and health risks and assess the facility’s status in the AB 2588 program.  Also, please keep in mind the AB 2588 public notification requirements and South Coast AQMD Rule 1402 risk reduction requirements when deciding on the Rule 1470 compliance options.  For more information regarding the AB 2588 Program and compliance options, please see our AB2588 page.
