Home to nearly 18 million people, the South Coast AQMD Basin is expected to gain an additional two million people by 2031. As a result, an emission growth management measure (EGM-01) was adopted in the 2022 AQMP. This measure seeks to identify emission reduction opportunities from new development of commercial, residential, and industrial projects that are not included in other Facility Based Mobile Source Measures.
