In May 2018, the South Coast AQMD Governing Board directed staff to pursue the development of an MOU with the ports of Los Angeles and Long Beach. Between 2018 and 2021, staff engaged in numerous discussions and biweekly technical working group meetings with staff at both Ports as well as other stakeholders. The draft MOU was focused on the 2017 CAAP update and on achieving emissions reductions by 2023 from the Ports’ newly proposed Clean Truck Program. In February 2022, after no agreement was reached with either Port, this MOU effort was discontinued under the South Coast AQMD Governing Board direction.

The following document is the latest redline draft MOU language prepared by South Coast AQMD staff, largely based on proposed measures in the 2017 CAAP. Staff from both Ports have indicated that some actions proposed in this version of the draft MOU may not be possible for them to implement due to legal and/or other limitations.
