    2A. Determine That Proposed Amendments to Regulation III – Fees Are Exempt from CEQA; Amend Regulation III – Fees; and Adopt Executive Officer’s Proposed Goals and Priority Objectives, and Proposed Budget for FY 2025-26

    The Executive Officer's Proposed Goals and Priority Objectives, and Proposed Budget for FY 2025-26 have been developed and are recommended for adoption. Proposed Amended Regulation III includes: an increase of most fees by the Consumer Price Index (CPI) of 3.0 percent; new  or modified fees which are necessary to provide more specific cost recovery for regulatory actions taken by the agency including Rule 1180 and 1180.1 refinery related community air monitoring and optional Rule 212(c) public notice distribution fees; and administrative changes in Regulation III that include clarifications, deletions, insertions, or corrections of existing rule language, which have no fee impact. This action is to adopt the Resolution: 1) Determining that the proposed amendments to Regulation III – Fees are exempt from the California Environmental Quality Act; 2) Amending Regulation III - Fees; and 3) Adopting the Executive Officer’s Proposed Goals and Priority Objectives, and Proposed Budget for FY 2025-26.     2B. Certify Final Subsequent Environmental Assessment for Proposed Amended Rule 1111– Reduction of NOx Emissions from Natural Gas-Fired Furnaces and Proposed Amended Rule 1121 – Reduction of NOx Emissions from Residential Type, Natural Gas-Fired Water Heaters; and Amend Rule 1111 and Rule 1121

    At the January 10, 2025 meeting, the Board set the Public Hearing for May 2025 but may consider June in light of a schedule conflict with SCAG’s annual Regional Conference and General Assembly on the same day as the May Board meeting. Proposed Amended Rule 1111 (PAR 1111) and Proposed Amended Rule 1121 (PAR 1121) propose to require zero-emission NOx limits for new installations of applicable space and water heating appliances based on future effective dates. The rules provide an alternative compliance option, which establish manufacturer requirements for the sale of space and water heating appliances that meet ultra-low-NOx and zero-NOx emission standards that change over time. The proposed amended rules will also include a mitigation fee, which will allow manufacturers to sell more ultra-low-NOx units if needed. This action is to adopt the Resolution: 1) Certifying the Final Subsequent Environmental Assessment for Proposed Amended Rule 1111– Reduction of NOx Emissions from Natural Gas-Fired Furnaces and Proposed Amended Rule 1121 – Reduction of NOx Emissions from Residential Type, Natural Gas-Fired Water Heaters; and 2) Amending Rule 1111 and Rule 1121.     South Coast AQMD is expected to receive up to $783,141 from U.S. EPA for the FY 2025 (33rd Year) Photochemical Assessment Monitoring Stations (PAMS) Program. This action is to recognize revenue and appropriate funds for the PAMS Program in the Monitoring and Analysis’ FY 2024-25 and/or FY 2025-26 Budgets, and issue solicitations and purchase orders for air monitoring equipment.   • 4. Transfer and Appropriate Funds, Issue Solicitations and Purchase Orders for Community Air Monitoring Near Refineries

    In January 2024, the Board adopted amendments to Rule 1180 which require oil refineries to fund the installation and operation of fenceline and community air monitoring systems. To implement the amendment, these actions are to transfer and appropriate up to $2,200,000 from the Rule 1180 Special Revenue Fund (78), appropriate up to $330,000 from the General Fund Undesignated (Unassigned) to Monitoring and Analysis’ FY 2024-25 and/or FY 2025-26 Budget (Org 42), and issue purchase orders and solicitations for air monitoring equipment and liftgate system to implement additional community air monitoring.   • 5. Execute Contract(s) for Legislative Representation in Sacramento, CA

    At the January 10, 2025 meeting, the Board approved release of an RFP to solicit proposals for specialized legislative representation and strategic political consulting services for South Coast AQMD in Sacramento for FY 2025-2026. Two separate proposals were received from Actum II, LLC and Resolute Company, LLC. On March 14, 2025, the Legislative Committee recommended approval of the execution of contract with Resolute for $180,000 for legislative representation in Sacramento.(Reviewed: Legislative Committee, March 14, 2025; Recommended for Approval) 

  • 6. Execute Contract to Maintain Real Time Public Alerts of Hydrogen Sulfide Events in Coachella Valley

    In response to odor events related to the Salton Sea, South Coast AQMD began continuous measurements of hydrogen sulfide (H2S) at two Coachella Valley locations in November 2013. In 2017, South Coast AQMD contracted with Sonoma Technology, Inc. (STI) to implement an automated real-time email system to provide H2S exceedance notifications. An additional contract was signed with STI in 2021 to continue supporting this system and integrate data from an additional H2S monitor located in Indio. This action is to execute a contract with STI to integrate data from additional monitors and maintain a real-time alert system for H2S in the Coachella Valley at a cost not to exceed $47,102 from the AES Settlement Projects Fund (35).   • 7. Approve South Coast AQMD Annual Investment Policy and Delegation of Authority to Appointed Treasurer to Invest South Coast AQMD Funds

    South Coast AQMD adopts an annual investment policy which, if done, must be considered at a public meeting of the Board. State law additionally requires South Coast AQMD to annually renew its delegation of authority to its treasurer to invest or to reinvest funds of the local agency. This action is to approve the Annual Investment Policy and the Resolution to renew delegation of authority to the Los Angeles County Treasurer to invest and reinvest South Coast AQMD funds.   • 8. Remove Various Fixed Assets from South Coast AQMD Inventory

    South Coast AQMD Administrative Policies and Procedures No. 20 requires each organizational unit to review fixed assets for obsolescence and disposal every year. This action is to approve removal of surplus equipment and motor vehicles determined to be obsolete, non-operational and not worth repairing.   • 9. Transfer Funds for Replace Your Ride Voucher Payments

    South Coast AQMD is implementing the Enhanced Fleet Modernization Program branded as Replace Your Ride (RYR) since 2015. In October 2024, the RYR program transitioned to a new CARB grant which modified the disadvantaged community identification method. Under the program, applicants residing in a disadvantaged community can qualify for an additional Plus-Up incentive amount of $2,000. There were 104 RYR applicants that received the $2,000 Plus-Up incentive that resided in a disadvantaged community under the old method, but did not meet the modified method. As a result, $208,000 is needed to reimburse the RYR program for the 104 low-income applicants that received the additional $2,000 Plus-Up incentive. This action is to transfer up to $208,000 from the BP ARCO Settlement Project Fund (46) to the HEROS II Special Revenue Fund (56) to reimburse the grant funds for the 104 applicants that received the additional $ 2,000 Plus-Up incentives.     The MSRC approved Invitations to Negotiate for a Transportation Demand Management - County Transportation Commission Partnership Program and a Regional Rideshare Integration and Enhancement Project, as well as an award to Exemplifi, LLC for hosting and maintenance of the MSRC’s existing website, as part of the MSRC’s FYs 2024-27 Work Program. The MSRC seeks Board approval of the contract award and to release the solicitations. (Reviewed; Mobile Source Air Pollution Reduction Review Committee, March 20, 2025; Recommended for Approval)

    25. Overview and Progress of Multiple Air Toxics Exposure Study VI (Presentation in Lieu of Board Letter)

    MATES is a nationally recognized monitoring and air quality modeling study conducted in the South Coast Air Basin and Coachella Valley that evaluates the cancer risk and chronic non-cancer risk from exposure to air toxics. The MATES VI campaign is currently underway with monitoring expected to begin in mid-2025. In addition to providing an update to the MATES historical data series, MATES VI will include air toxic measurements at near road monitoring locations and in the Coachella Valley, a special study on the impact of brake and tire wear emissions, and a supplementary study evaluating ethylene oxide sources. Staff will present an overview and the progress to date on the MATES VI campaign. (No Committee Review)

After each agenda item, the Chairman will announce public comment.

Speakers may be limited to a total of 3 minutes for the entirety of the consent calendar plus board calendar, and three minutes or less for each of the other agenda items.

A countdown timer will be displayed on the screen for each public comment.

If interpretation is needed, more time will be allotted.

Directions to provide public comment on ZOOM from a DESKTOP/LAPTOP or SMARTPHONE:

  • Click on the “Raise Hand” feature on the bottom of the screen.
  • This will signal to the host that you would like to provide a public comment and you will be added to the list.

Directions to provide public comment via TELEPHONE:

  • Dial *9 on your keypad to signal that you would like to comment.

Directions for Spanish Language TELEPHONE line only:
