SCAQMD Carl Moyer Program

Current Funding Status -- Funding Closed Until 2010

On February 6, 2009, the AQMD Governing Board issued a Program Announcement (#PA2009-06) to solicit projects for FY 2008-09 “Year 11” Carl Moyer Memorial Air Quality Standards Attainment Program.  The deadline for submitting proposals ended on May 1, 2009 at 1 p.m.  The decision on those proposals will be made by the Governing Board later this year. A new RFP will be issued in early 2010 to solicit projects for FY 2009-2010.

Overview of Carl Moyer (Financial Incentives for Purchasing Lower-Emission Heavy Duty Engines, Equipment, and Emission Reduction Technologies)

In 1999, the State legislature created the Carl Moyer Program, named in honor of a key figure in developing state air quality measures, to facilitate the move to cleaner-burning engines, which otherwise would have taken decades.  The Carl Moyer Program provides monetary grants to help businesses and public agencies clean up their heavy-duty diesel engines more than required by air pollution regulations.  The grants cover a percentage of the cost of cleaner projects.  Maximum funding is dependent on the project category and type.

The program continues to drive early introduction of clean air technologies that reduce emissions of oxides of nitrogen (NOx), particulate matter (PM) and reactive organic gases (ROG) caused by the combustion of diesel fuel in heavy-duty engines.  For FY 2008-2009, $15 million is available for project awards within the South Coast AQMD's 4-county jurisdiction.

What Kinds of Equipment Are Funded?

The AQMD funds a variety of vehicle classes and types. Funds are used to help purchase new vehicles or new engines/repowers and for installation of retrofit units on older engines. New vehicles and engines must achieve a 30 percent reduction, and re-powered vehicles and retrofits must achieve a 15% reduction of NOx emissions compared to current emission standards.

Projects reducing PM and/or ROG are also eligible for funding provided they are cost-effective. Alternative fuel engines, such as those using compressed natural gas, liquefied natural gas, propane and electricity will be given preference for funding. However, cleaner diesel engines may be considered in the off-road category.  Vehicles and equipment funded must remain in operation for at least three years, and 75 percent of their use must be within the South Coast Air District Boundaries.

To be eligible for Carl Moyer Program funds, projects must be in compliance with CARB Fleet Rules, meet the cost-effectiveness threshold of $16,000 per ton of total reduced emissions, be completed and fully operational prior to May 2011.  If insufficient proposals are received in any project category, AQMD may reallocate funds to another category.

How Much Funding is Available?

Funding varies from year to year.  In FY 2008-2009, the following table showed how much funding was available in each equipment category.

It is noteworthy that proposals for fuel and engine technologies not certified by CARB, or falling outside the categories specifically discussed in this PA, will be referred to CARB for determination of CMP eligibility.

How Do I Apply?

Application information and forms for all types of equipment are included with the Program Announcement PA #2009-06.  Also, the specific application form for each type of equipment can be downloaded from the following list.  Note that the General Project Information Application (Form A-1) must be submitted with ALL applications, along with the specific supplemental application form for the appropriate category of equipment.

    Important
    :  All Sections of Form A-1 must be submitted for an application to be deemed complete.  If information does not pertain to your project, please write “NA” on the form and sign it.  In addition, supplemental forms are required for each piece of requested equipment.

How Are Proposals Evaluated?

All proposals will be evaluated based on their cost effectiveness.  In addition, AB1390 (Firebaugh), requires that 50% of the funds be spent in areas disproportionately impacted by poor air quality.  See Disproportionate Impact Information and Map. Funding under this requirement will be disbursed according to the following criteria:

  1. All projects must qualify for the Carl Moyer program by meeting the cost- effectiveness limits established in the Program Announcement.
  2. All projects will be evaluated according to the following criteria to qualify for funding as a disproportionately impacted area:
  1. Poverty Level: All projects in areas where at least 10% of
    the population falls below the Federal poverty level based on the year 2000 census data, are eligible to be included in this category,
    AND
  2. PM Exposure: All projects in areas with the highest 15% of PM concentration will be eligible to be ranked in this category. The highest 15% of PM concentration is 46 micrograms per cubic meter and above, on an annual average,
    OR
  3. Air Toxics Exposure: All projects in areas with a cancer risk of 1,000 in a million and above (based on MATES II estimates) will be eligible to be ranked in this category.

The maximum score will be comprised of 40 percent for poverty level, and 30 percent each for PM and toxic exposures.  The remaining 50% of funds will be distributed with the most cost-effective vehicles and equipment receiving the highest priority.
