Goods Movement Emission Reduction Funding Program (Proposition 1B)

Heavy-Duty Truck Projects


Attention Small Fleets:

If you are a small fleet (1 to 3 trucks), you are required to complete the following actions to demonstrate compliance with the Truck and Bus Regulation and maintain eligibility for the Proposition 1B Program:

  1. TRUCRS ID: Register and report your fleet in TRUCRS by the January 31, 2014 reporting deadline (

  2. Good Faith Effort: Small fleet applicants must claim the “Good Faith Effort” in TRUCRS to protect themselves from enforcement action. CARB does not automatically grant the “Good Faith Effort” when a fleet owner applies for Prop. 1B funding.

  3. Duplicate TRUCRS accounts: Applicants should remove any duplicate accounts prior to January 31, 2014. Many applicants created new TRUCRS accounts to claim the “Good Faith Effort”, rather than modifying their existing accounts. As a consequence, many VINs are still considered to be non-compliant under the old TRUCRS account.

    1. Applicants can eliminate any duplicate TRUCRS account themselves, or

    2. Applicants can request their accounts be merged. They should send an email to with “Prop. 1B Trucks – Merge Accounts” in the subject line and include the TRUCRS ID numbers they want merged. This will preserve the original reporting date.

  4. In TRUCRS, Small fleet applicants must answer “YES” to the question “Does this fleet have 3 or fewer vehicles with a GVWR above 14,000 lbs?” If they don’t answer “yes” to this question, they will not be given the small fleet flexibility options and may not pass the compliance check.

The California Air Resources Board has allocated approximately $84 million in Proposition 1B – Goods Movement Emission Reduction Program funding to the South Coast Air Quality Management District (SCAQMD) for heavy-duty diesel truck projects. SCAQMD released a solicitation on August 26, 2013. This solicitation was closed on December 12, 2013.
