SCAQMD Carl Moyer Program

Current Funding Status -- Open

 Deadline to Apply is May 7, 2010 at 1 p.m.

On February 5, 2010, the AQMD Governing Board issued a Program Announcement (#PA2010-06) to solicit projects for FY 2009-10 “Year 12” Carl Moyer Memorial Air Quality Standards Attainment Program.  The deadline for submitting proposals is May 7,2010 at 1 p.m.  The decision on those proposals will be made by the Governing Board later this year.  2010 Carl Moyer Brochure - (PDF, 455 KB)

Overview of Carl Moyer (Financial Incentives for Purchasing Lower-Emission Heavy Duty Engines, Equipment, and Emission Reduction Technologies)

Since 1998, the Carl Moyer Program has provided funding to encourage the owners of diesel engines to go beyond regulatory requirements by retrofitting, repowering, or replacing their engines with newer and cleaner ones. While regulations continue to be the primary means to reduce air pollution emissions, the Carl Moyer program plays a complementary role to California’s regulatory program reducing NOx and PM by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation.

For FY 2009-2010, $20 million is available for project awards within the South Coast AQMD’s 4-county jurisdiction. If more funds become available by the time of awards approval, more projects will be awarded up to the total amount of funds available.

Who is eligible?

Any Mobile Source project, public or private, that results in cost-effective PM and/or NOx reduction that is not subject to current regulations or within three years of a regulatory compliance deadline is eligible. Projects must operate 75% of the time in the AQMD boundaries. To be eligible for Carl Moyer Program funds, projects must meet the criteria described in the 2008 Carl Moyer Program Guidelines and all current Carl Moyer Program Advisories, projects must be in compliance with CARB Off-Road or On-Road Diesel Regulations (see website links listed below), meet the cost-effective threshold of $16,000 per weighted ton of total reduced emissions, and be fully operational and completed prior to May 31, 2012.

What Kinds of Equipment Are Funded?

Projects that reduce NOx and/or PM emissions from heavy-duty on and off-road mobile equipment not required by regulations qualify for Carl Moyer Program grants. This includes on-road trucks over 14,000 lbs. gross vehicle weight, and off-road equipment such as construction and farm equipment; marine vessels; locomotives; forklifts; airport ground support equipment; and auxiliary power units.

To be eligible for Carl Moyer Program funds, projects must be in compliance with CARB Fleet Rules, meet the cost-effectiveness threshold of $16,000 per ton of total reduced emissions, be completed and fully operational prior to May 2011.  If insufficient proposals are received in any project category, AQMD may reallocate funds to another category.

How Much Funding is Available?

Funding varies from year to year.  In FY 2009-2010, the following table showed how much funding was available in each equipment category.

It is noteworthy that proposals for fuel and engine technologies not certified by CARB, or falling outside the categories specifically discussed in this PA, will be referred to CARB for determination of CMP eligibility.

How Do I Apply?

Application information and forms for all types of equipment are included with the Program Announcement PA #2010-06 (DOC, 1797 KB).  Also, the specific application form for each type of equipment can be downloaded from the following list.  Note that the General Project Information Application (Form A-1) must be submitted with ALL applications, along with the specific supplemental application form for the appropriate category of equipment.

How Are Proposals Evaluated?

All proposals will be evaluated based on their cost effectiveness.  In addition, AB1390 (Firebaugh), requires that 50% of the funds be spent in areas disproportionately impacted by poor air quality.  See Disproportionate Impact Information and Map. Funding under this requirement will be disbursed according to the following criteria:

  1. All projects must qualify for the Carl Moyer program by meeting the cost- effectiveness limits established in the Program Announcement.
  2. All projects will be evaluated according to the following criteria to qualify for funding as a disproportionately impacted area:
  1. Poverty Level: All projects in areas where at least 10% of
    the population falls below the Federal poverty level based on the year 2000 census data, are eligible to be included in this category,
    AND
  2. PM Exposure: All projects in areas with the highest 15% of PM concentration will be eligible to be ranked in this category. The highest 15% of PM concentration is 46 micrograms per cubic meter and above, on an annual average,
    OR
  3. Air Toxics Exposure: All projects in areas with a cancer risk of 1,000 in a million and above (based on MATES II estimates) will be eligible to be ranked in this category.

The maximum score will be comprised of 40 percent for poverty level, and 30 percent each for PM and toxic exposures.  The remaining 50% of funds will be distributed with the most cost-effective vehicles and equipment receiving the highest priority.
