NOTICE IS HEREBY GIVEN that a public hearing on the matter of adoption of rules and regulations of the South Coast Air Quality Management District (AQMD), or amendments thereto, will be held on Friday, December 4, 2009, in the Auditorium, at the Government Center, 21865 Copley Drive, Diamond Bar, California, at 9:00 a.m. or later, at which time evidence will be taken and all interested persons will be heard by the AQMD Governing Board.

NOTICE IS FURTHER GIVEN that the objective of Proposed Amended Rule 1145 – Plastic, Rubber, Leather and Glass Coatings, will be to: (1) revise the VOC limit for the multi-color coatings category and align it with the September 2008 U.S. EPA Control Techniques Guidelines (“CTG”), (2) establish a new coating category for a niche manufacturing process where a one inch wide border is coated onto glass panels during the manufacturing of refrigerated glass doors for refrigeration cabinets, for which a compliant product is currently not available, (3) update the rule with the deletion of paragraph (c)(3), where automotive coatings can be used in certain circumstances, and (4) make minor clarifications and editorial corrections, remove obsolete compliance dates, and collapse table.

NOTICE IS FURTHER GIVEN that the AQMD has prepared the following supporting documents, for consideration by the AQMD Board, including:  

• Proposed Amended Rule 1145 – Plastic, Rubber, Leather and Glass Coatings (October 2009),
• Draft Staff Report for Proposed Amended Rule 1145 (October 2009), which includes a socioeconomic analysis, the comparative analysis required by the California Health and Safety Code Section 40727.2, and
• Final Environmental Assessment (CEQA) for Proposed Amended Rule 1145.

NOTICE IS FURTHER GIVEN that at the conclusion of the public hearing, the AQMD Board may make other modifications to Proposed Amended Rule 1145 which are justified by the evidence presented, or may decline to adopt the proposed rule.
