NOTICE IS HEREBY GIVEN that a public hearing on the matter of adoption of rules and regulations for the South Coast Air Quality Management District (AQMD), or amendments thereto, will be held on Friday, December 4, 2009 in the Auditorium at AQMD Headquarters, 21865 Copley Drive, Diamond Bar, CA, 91765 at 9:00 a.m., or later, at which time evidence will be taken and all interested persons will be heard by the AQMD Board.

NOTICE IS FURTHER GIVEN that the air quality objective of the proposed amendments to Rule 1112.1 – Emissions of Particulate Matter and Carbon Monoxide from Cement Kilns, is to maintain current and support future reductions of Oxides of Nitrogen (NOx) emissions achieved by including an alternative optional compliance method, which limits the CO emissions to no more than 1,900 ppm averaged over an eight hour period and 6,000 ppm averaged over fifteen minutes; both corrected to 3% oxygen concentration on a dry volume basis. In addition, proposed amendments also include updating compliance procedures requiring the source to install certified CO CEMS, and comply with updated and more rigorous measurement, monitoring and recordkeeping and requirements.

NOTICE IS FURTHER GIVEN that at the conclusion of the hearing, the AQMD Board may make amendments to Rule 1112.1 – Emissions of Particulate Matter and Carbon Monoxide from Cement Kilns, which are justified by the evidence presented or may decline to adopt it.

NOTICE IS FURTHER GIVEN that the AQMD has prepared documents for consideration by the AQMD Board, consisting of:

• Proposed Amended Rule 1112.1 – Emissions of Particulate Matter and Carbon Monoxide from Cement Kilns,
• Draft Staff Report, including draft findings for consideration by the AQMD Board, and
• Final Environmental Assessment for the proposed amended Rule 1112.1, pursuant to the California Environmental Quality Act (CEQA).
