Notice of Public Consultation Meeting
Proposed Amended Rule 1186 – PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations

Purpose of the Meeting

The South Coast Air Quality Management District (AQMD) staff has scheduled a Public Consultation meeting to present and solicit information and suggestions from the public regarding Proposed Amended Rule 1186 – PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations.  Rule 1186 requires government and government agencies to acquire and use PM10-certified street sweepers.  The proposed amendments are intended to ensure that the effectiveness of certified street sweeping equipment is maintained by requiring sweeper manufacturers to provide information to the AQMD regarding equipment that has been certified previously, and when replacement part specifications are altered or when parts suppliers are changed.  Procedures for aftermarket parts suppliers to provide replacement parts are also proposed.  The proposed rule amendment is scheduled for a July 11, 2008 Public Hearing.

Air Quality Objective

Adoption of Proposed Amended Rule (PAR) 1186 is administrative in nature and would not affect air quality.  The objective of the proposed amendment would, however, preserve the original intent and emission reductions of the rule as currently adopted by ensuring that the sweeper performance is not affected by a change in part specifications or suppliers.  

Summary of Proposed Rule Amendment

The proposed rule amendment would provide a mechanism for ensuring street sweeper efficiencies are maintained in the event that manufacturers change parts suppliers and/or sweeper configurations subsequent to AQMD certification.  The proposed amendment would also establish procedures for aftermarket parts suppliers to provide replacement parts without affecting the original equipment certification.

California Environmental Quality Act

Pursuant to the California Environmental Quality Act (CEQA) and the AQMD’s Certified Regulatory Program (Rule 110), the proposed amendments to Rule 1186 will be evaluated and the appropriate CEQA documentation will be prepared.
