| The goal of this initiative is to re-evaluate the
New Source Review (NSR) and Regional Clean Air Incentives Market (RECLAIM) trading programs with a focus on stabilizing credit prices,
encouraging installation of clean technologies, and ensuring the efficient
use of credits.
A working group will assist staff in evaluating the current
trading markets as well as the development of the necessary mechanisms
through potential rule amendments to Regulation XIII and Regulation XX
relative to credit generation, holding, and trading.
