To Represent Cities
in San Bernardino County
Chino Councilman Dennis Yates was sworn in today as the newest member of the
South Coast Air Quality Management District’s Governing Board.
Yates will represent the 16 cities of San Bernardino County that lie within
the South Coast Air Basin. He was selected by mayors and council members of
those cities.
As advisor to former AQMD Board Member Fred Aguiar, Yates is familiar with
the challenges facing the AQMD in improving air quality in this basin.
“I am pleased to have been selected,” said Yates. “I look forward to a more
active role as the AQMD moves forward with its goals and objectives.”
Elected to the Chino City Council in 1992, Yates also serves on numerous
regional and local boards. He is vice chair of the Chino Redevelopment Agency
and council representative on the Chino Valley Fire District Board and Chaffey
College subcommittee. Yates is also past council representative to the Chino
Planning Commission and Chino Valley Chamber of Commerce.
In 2002 he was elected president of the Chino Youth Museum, which provides
youth the opportunity to explore the history and development of Chino Valley.
As a veteran of the United States Air Force, he earned a medal of
commendation for his service.
Yates majored in business administration at Chaffey College and worked as a
sales and marketing consultant for many years.
In other action today, the Board:
- Amended Rule 2202, On-Road Motor Vehicle Mitigation Options and
Guidelines. Since 1995, Rule 2202 has provided employers with flexible and
cost effective options to meet the emission reduction targets for their
worksites. Today’s amendments enhance the performance of these options,
including the Employee Commute Reduction Program, by defining what constitutes
a “good faith effort” toward reaching emission reduction targets. Elements of
a good faith effort include adopting a total of 15 strategies to enhance
employee trip reductions; an employer clean fleet vehicle purchase/lease
program; and a plan to minimize mobile source diesel emissions. The revised
measure provides employers greater flexibility in meeting their average
vehicle ridership targets through additional emission reduction strategies.
Rule 2202 will affect 1,331 worksites in the four-county South Coast Air
Basin. The AQMD is mandated under the federal Clean Air Act to conduct a
program requiring employers to reduce employee work-related driving trips;
- Received comments on the executive officer’s proposed goals and objectives
for fiscal year 2004-05; and
- Set a public hearing for March 5 to amend Rule 1132, Further Control of
VOC Emissions from High-Emitting Spray Booth Facilities, to clarify and
improve compliance determinations.
AQMD is the air pollution control agency for Orange County and major portions
of Los Angeles, San Bernardino and Riverside counties.
