By law, one of South Coast AQMD's major tasks is to issue permits governing the operation of equipment that emits or controls the emission of air pollution. Form 400-CEQA, which must be filled out by the applicant, is a screening tool used by the South Coast AQMD to determine if the project, which may consist of one or more air quality permit applications, is exempt from CEQA or if an analysis of potential environmental impacts is necessary.
