PROPOSAL:
Authorize Purchase of CLASS System Production and Development
Servers
SYNOPSIS:
On March 7, 2008, the Board approved the release of an RFQ to select a vendor capable of providing production and development servers for a replacement of the current Clean Air Support System (CLASS) production and development servers in the most cost-effective manner. As a result of successful responses to this RFQ, Zunesis Inc., on behalf of Hewlett Packard Co., was identified as capable of providing these products. This action is to authorize the purchase of CLASS system production and development servers from, Zunesis Inc., on behalf of Hewlett Packard Co. Funds ($348,361) for these purchases are included in the FY 2007-08 Budget.

Background
On February 1996, AQMD acquired DEC Alpha business computer servers to support most enterprise-level software applications. The DEC Alpha GS140 and 4100 production and development servers are used to support a suite of client/server and web-based applications known collectively as the Clean Air Support System (CLASS). The CLASS applications are used to support all of the AQMD core activities, including New Source Review (NSR), Emission Fee Billing (EFB), Finance, Compliance, Permitting, Electronic Emission Reporting System (ERS), and Subscription Services. These aging equipment have reached end of life and can no longer be upgraded and supported by the manufacturer.
On March 7, 2008, RFQ #2208-22 was released to select a vendor capable of providing replacements for the current CLASS System production and development servers in the most cost-effective manner. These servers will be replaced with Hewlett Packard Proliant servers.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFQ and inviting bids was published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.
Additionally, potential bidders may have been notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFQ was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov). Information was also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Bid Evaluation
Fifty-eight copies of the RFQ were mailed out and ten responses were received in response to the RFQ when final bidding closed at 1:00 p.m. on April 8, 2008. Of the ten responses, one was a “No Bid,” one was from certified disabled veteran-owned, six were from certified minority-owned, and none were from certified women-minority-owned business enterprises; none were from non-certified minority-owned business enterprises.
Attachment A reflects the evaluation of the bids and the respective ratings/costs for contracts. Of the responsive quotes, the lowest preference percentage adjusted bid was from Zunesis Inc., on behalf of Hewlett Packard Co. Staff recommends that the Board award the contract to Zunesis Inc., on behalf of Hewlett Packard Co., for the purchase of CLASS system production and development servers.
Resource Impacts
Sufficient funds are available in the FY 2007-08 Budget, under Information Management Capital Outlays, items 8 and 10.
