The proposed amendments to Rule 1309.1 are to replace the amendments adopted
on September 8, 2006 and in addition, establish air quality and economic
criteria for the purchase of emission offset credits from the Priority Reserve
by electrical generating facilities based on the location of the project. The
proposal for Rule 1315 is to re-adopt the rule adopted on September 8, 2006.
Staff also proposes to issue a request for proposal to conduct analysis on
energy resource planning, and to approve Inland Energy’s request for
Inter-District transfer of VOC credits. (Review: Stationary Source Committee,

2. Re-Issue Program
Announcement and Application to Retrofit Diesel School Buses with PM traps

At its May 5, 2006 meeting, the Board issued a Program Announcement that
included making available $5,449,000 in state funds to retrofit diesel school
buses. On October 6, the Board awarded 452 PM traps to public schools and
private operators. Since then additional state funds have become available for
PM trap retrofits, along with interest money and excess unused funds from
previous PM trap awards. This action is to re-issue the retrofit part of the PA
seeking additional applications for PM traps from public school districts and
private operators, with the condition that all awarded PM traps must be
retrofitted by June 2008.

It is necessary for the Board to recess to

counsel regarding pending litigation which has been initiated formally and to
