Grants & Bids

South Coast AQMD has a number of programs that provide monetary incentives for implementing cleaner technologies.  These programs are generally rooted in the initiatives and policies adopted by the South Coast AQMD Governing Board or in state and federal programs designed to spread the use of cleaner technologies that reduce air pollution.  Incentive programs cover the gamut from large fleet replacement projects to the replacement of wood-burning fireplaces using gas-log inserts to new transportation systems that help reduce mobile emissions.

In addition, South Coast AQMD solicits bids for a full range of business services and supplies and technology development research projects, including the purchase of off-the-shelf equipment, development of new monitoring devices, contracted business and scientific services, such as landscape services or specialized computer programmers, and much more. 

This page lists active Program Announcement/Opportunity Notices (PAs or PONs) and Requests for Proposals (RFPs) and Requests for Quotation (RFQs).  For further information on available grant opportunities, please see the complete list of Funding Incentives.

Bidders' Conference:  Some PAs/PONs or RFPs/RFQs require attendance at a bidders' conference.  Please check the PA/PON or  RFP/RFQ to find out if the bidders' conference is mandatory.  Please confirm attendance by calling the contact person listed on the PA/PON or  RFP/RFQ.  BIDS WILL NOT BE ACCEPTED FROM ANYONE NOT ATTENDING THE MANDATORY BIDDERS’ CONFERENCE.

Please note that all PA/PON or RFP responses must contain completed certification forms.  You may request forms be mailed to you by telephoning the contact person listed for the PA/PON or RFP, or you may download the forms to your computer.  Generally, certification forms are included in the PA/PON or RFP, or may be downloaded here (PDF, 5.90 KB).

2024 Carl Moyer Memorial Air Quality Standards Attainment Program - Program Announcement Zero-Emission Off-Road Projects

Electronic Submittal:

A link to access South Coast AQMD’s Carl Moyer Program GMS will be available on August 6, 2024 at: www.aqmd.gov/moyer. The Carl Moyer Program GMS allows applicants to submit applications electronically to the South Coast AQMD and track the progress of their application(s). Applications must be submitted through the Carl Moyer Program GMS by October 15, 2024 at 11:59 PM, or when South Coast AQMD reaches $5 million in eligible applications, whichever comes first. The GMS will not allow applications to be submitted after the due date and time. South Coast AQMD “Business Information Forms” requiring signatures must be scanned and uploaded to the electronic application in PDF format.

In addition, all Business Information Forms including Conflict of Interest and Project Cost information, as described below, must also be submitted with the application. It is the responsibility of the applicant to ensure that all information submitted is accurate and complete. Paper applications will not be accepted
