New Certification Requirements for Testing and Repair of Gasoline Vapor
Recovery Systems
Certification
Requirements:
Starting March 1, 2010, AQMD Rule
461 section (c)(3)(D) requires any owner or operator of a gasoline
dispensing facility (GDF) within the AQMD to have successfully completed the
International Code Council (ICC) Vapor Recovery System Repair (VR)
certification examination in order to repair or replace defective hanging
hardware components of the GDF’s vapor recovery system. The allowed repair
or replacement is limited to only whip hoses, breakaways, hoses, and
nozzles. (Note: Any
third party person who wishes to install or replace any component of a vapor
recovery system must have passed the certification examination titled Vapor
Recovery System Installation and Repair (VI). This requirement is already
in effect.)
Similarly, starting March 1, 2010, AQMD Rule 461 section (e)(3)(G) requires
a person who wishes to conduct performance or reverification tests at GDFs
within the AQMD to have successfully completed the ICC Tester (VT)
certification examination.
Availability of Certification Examinations
This Advisory provides
notices to all owners, operators, and testers of vapor recovery systems at
GDFs of the availability of new certification examinations from the ICC and
the requirements under the Rules and Regulations of the South Coast Air
Quality Management District (AQMD) for such certifications while performing
certain tasks at GDFs within the AQMD.
As of September 1, 2009, the following certification examinations are
available from the ICC:
- Vapor Recovery
System Testing (VT)
Certification for persons who wish to conduct tests of vapor recovery
systems to verify performance of such systems; and
- Vapor Recovery
System Repair (VR)
Certification for owners or operators of GDFs who wish to repair or replace
defective hanging hardware components of their vapor recovery systems.
