| Dr. Elaine Chang is the Deputy Executive Officer of Planning, Rule
Development and Area Sources. She has more than 20 years experience in air
pollution control, alternative energy technologies and health risk assessment.
Since joining the AQMD in 1987, she has managed several planning and rule
programs, including control strategy development, air quality-related energy
policy development, and criteria pollutant and air toxic rulemaking. Elaine has taken the lead in the development of AQMD's Intercredit Trading
Program and the Air Quality Investment Program. In addition, she played a major
role in the development of the 1989, 1991, 1994, 1997, 1999 and 2003 Air Quality
Management Plans. As AQMD's Deputy Executive Officer of Planning, Rule
Development and Area Sources, Elaine's responsibilities include providing
direction for the agency's goals and policies; preparing and updating the AQMP,
overseeing the rulemaking process, developing market incentive programs,
implementing the AB2588 toxic program, and resolving issues with business and
community groups.
Prior to joining AQMD, Elaine was an environmental engineer for Bechtel
Western Power Corporation from 1983 to 1987. Her responsibilities included
preparation of permit applications and environmental impact reports for energy
projects, conducting health risk assessment for occupational exposure and
accidental release of toxic gases.
Elaine holds a doctorate in Public Health from Columbia University, a
master's degree in Health Education from New York University, and bachelor's
degree in Environmental Health from National Taiwan University.
