Annual Emissions Reporting (AER)

  Annual Emission Reporting Program

The South Coast Air Quality Management District's (AQMD’s) Annual Emission Reporting (AER) program was developed to track emissions of air contaminants from permitted facilities.  Fees for emissions of air contaminants are assessed based on the reported data. These fees help to cover the costs of evaluating, planning, inspecting, and monitoring air quality efforts.  Under this program, those who emit more, pay more toward air pollution control efforts – and at the same time are given an incentive to reduce emissions.

On January 1, 2008, AQMD moved AER from a fiscal year basis (July 1 through June 30 of the following year) to a calendar year basis (January 1 through December 31 of each year). AQMD developed a new web-based emission reporting tool for criteria and toxic emissions, as well. This on-line tool also provides an option to calculate and report greenhouse gas (GHG) emissions to both AQMD and the California Air Resources Board (CARB). Reporting of GHG emissions using this new tool is voluntary and will apply only to facilities that are subject to CARB’s mandatory GHG reporting requirements.

Greenhouse Gas Emissions for AQMD's Headquarters

The transition to calendar year reporting requires a six-month transitional reporting period from July 1, 2007 through December 31, 2007 with the following provisions:

  • Facilities are required to report their emissions (both criteria and toxics) for the transitional period and pay their emission fees using the current fee rate specified in Tables III and IV of Rule 301(e). The official due date for submission of the six-month transitional emission report is July 1, 2008. Facilities have 60 days from the official due date to submit both the emission report and fee payment to avoid being subject to late filing surcharges. The deadline to submit the transitional emission report is September 2, 2008.
  • Facilities will have the option of reporting their transitional emission using either the updated version of the current AER software, paper forms, or the new web-based tool. This will be the last reporting period for submitting on paper forms or using the current AER software.
  • During the transitional period, the emission reporting thresholds are reduced to 1/2 of the values given in the current Rule 301 (paragraph (e) (5) for criteria pollutants and Table IV for toxic compounds).

Following the six-month transition period, all facilities will report emissions on a calendar year basis. The official due date for the 2008 annual emission report is January 1, 2009. All facilities, except for those subject to CARB's mandatory reporting of GHG emissions who choose to report GHG emissions through the AQMD, have 60 days from the official due date to submit both the emissions report and fee payment, making the submission deadline for calendar year 2008 emission reporting March 3, 2009. Facilities that are subject to CARB’s mandatory GHG reporting requirements and that choose to report GHG emissions using AQMD’s tool will be subject to the deadlines specified in CARB’s regulations.

Annual Emissions Reporting Program Requirements.  The criteria for reporting annual emissions data and payment of fees is established by AQMD's Rule 301 and the California State Health and Safety Code.

Emissions Data Inquiry System.  Annual totals of both criteria and toxic pollutants for each reporting facility, and each reporting year since fiscal year 2000-2001, are available to the public through an online search application.

Web-based Emission Reporting Tool.   A web-based emission reporting tool designed to enable permitted facilities to enter operational data, automatically calculate emissions and fees, and submit the emission data report.  View a demo, review the instructions, and access AER-Web.
