In the past, all facilities submitting
Annual Emission Reports used AQMD’s reporting software or the official paper forms for calculating and
reporting their emissions. The emission reporting software was a
stand-alone program that was used locally by each facility. The data
entered into the software program was submitted to AQMD either on-line, or
by mail on CD-ROM, and then uploaded to AQMD's central
database for review and processing. Data submitted on paper forms was
entered into the database manually.
The reporting function has now been
converted to a web-based application that is accessed on-line. Users will
still be able to start and stop the data entry process with the on-line
system since the data are saved in a temporary on-line repository until the
report is submitted by the facility, at which point the data are uploaded
directly into AQMD's central database. After the first year, users can import the previous years data to start the emission reporting
process. In addition, the on-line software will identify applicable
reporting forms for each facility (and this selection can be overridden by
the user as needed). Users can also override default emission factors
and use alternatives, as long as the alternative emission factors can be
documented and best represent emissions from the specific equipment.
All emission calculations and the transfer of data to summary forms will be
automatic.
As an enhancement, facilities will
have the option of reporting greenhouse gas (GHG) emissions, as required by
California state law (AB-32), through the new on-line AER system.
Much
of the same process information used to calculate criteria pollutant
emissions can also be used to calculate a portion of a facilities GHG emissions
and the AER system provides additional data entry forms for reporting the
remainder (such as, from mobile and indirect sources).
