AER-Web Registration and Authorization Instructions

AER-Web is a restricted system that allows entry to only authorized users.   All facilities that have been identified as being subject to the annual emission reporting requirements laid out in Rules 301(e) and 301(k)(10) will receive a letter from AQMD that includes an Administrative User ID and password.  This Administrative ID and password is used to authorize other users to access AER-Web for that specific facility as well as to enter and submit data.  In this way, each facility can control who has access to enter, review, and submit emission data through AER-Web.  Users can include facility or corporate staff and contractors or consultants.  All additional users must be authorized through the Administrative account.  Full instructions are provided below.

Administrative Users

A letter initiating the 2008 Calendar Year Annual Emission Reporting period will be sent out by December 17, 2008 to each facility that has been identified as being subject to the annual emission reporting requirements.  The Facility ID will appear in a box in the upper right-hand corner of the letter.  In the same box will be two additional items:  a User ID (in the form of a pseudo e-mail address) and a password that are exclusive to the facility ID.  These are the Administrative ID and password that will be used to authorize other users as valid.  Please see the image at right for an example. 

Each facility must assign at least one person as administrator; there can be more than one administrative user.  The Administrative User ID must first be used to activate the Administrative account.

  • From a browser, open the AER-Web on-line system by typing http://www.aqmd.gov/webappl/aer in the address field.  The gateway log-in page for all AQMD web-based applications will open. 

  • Log in to AER-Web by entering the Administrative ID and password provided in the 2008 cover AER letter into the User ID and Password fields in the upper right portion of the log-in page and click the go>> button. 

  • Please read both AQMD's Terms and Conditions and Privacy Statement. You must accept both of these statements by clicking on the I Agree button to enter AER-Web. (Selecting I Disagree will take you back to the log-in page.)

  • Click on the "Update Profile" link.

  • Update the "e-mail Id' field with the e-mail address where you would prefer to receive AER-related information, INCLUDING YOUR SUBMITTAL CONFIRMATION E-MAIL. This will be your new Administrative User ID, which will also be used to communicate important information to you during the reporting period. Correct or enter all other required information (marked with a red asterisk), including name, address, and security question and answer. Click the "Update" button when all the required information has been entered.

You are now ready to begin entering your data into AER-Web. If other individuals need access to help with preparation of your emission report, they can register and be authorized by you (using the Administrative User ID log-in) so that you have control over who has access to your emission data

Other Users

Registration and authorization for other users is a two-step process. 

Step 1.  User Registration

From a browser, each user should open the AER-Web on-line system by typing http://www.aqmd.gov/webappl/aer in the address field.  The gateway log-in page for all AQMD web-based applications will open.

Click on the "Create User ID" button in the center of the page. This will begin the three-part account registration process.

  1. Select the AER application by clicking on the checkbox to the left of "AER" in the list. Click the "Continue" button to proceed.


     
  2. Select an application-specific role by clicking the appropriate checkbox. There are two user roles defined for AER-Web:

AER Facility Administrator

individual(s) who have the authority to submit the final AER report to AQMD, and can enter data into both the GHG forms and AER forms.

AER Facility User individual(s) who have the authority to enter data into both the GHG and AER forms (but not to submit).

More than one role can be selected.  Click the "Continue" button to proceed.

  1. Fill-in the information requested on the registration form (all fields marked with an asterisk are required to be filled-in):
    • Email ID, which serves as the login ID for all AQMD web applications.  This must be a valid e-mail address.
    • Name (First, Middle Initial, and Last)
    • Work Address (Street Number, Direction, Street Name, Suffix, Appt/Unit, Cross Street, City, State, zip)
    • Work Phone
    • Fax
    • Security Question and Answer
    • Facility ID

    On the lower half of this screen, you will see an image with letters and numbers in it and a data field labeled "Image Text." This is a security device called a "captcha" that prevents automated systems from gaining entry to the AER system. Simply type the characters exactly as displayed in the image file into the text field.

    You must accept AQMD's Terms & Conditions and acknowledge that you have read the Privacy Statement by marking the checkbox. Then click the Submit button to submit your registration or click the Cancel button to exit the registration process without any information being saved.

    If necessary, you can click the Back button on any screen to move back to the previous screens and change the information entered.

Once the registration has been submitted, the user will receive an e-mail acknowledging the registration and providing an initial password.  However, your login will not give you access to AER until authorization is complete (although you will be able to change your password at that point). A second e-mail will be received when the login is authorized by the facility's Administrative user.

Step 2.  User Authorization

The Administrative User must log in to AER-Web (http://www.aqmd.gov/webappl/aer) by entering the Administrative ID and password and clicking on the go>> button.

Click on the AER link under "Browse Applications."

Click on the check box to the left of your Facility ID and click on the "Select" button for Reporting Year 2008.

Click on the "Manage Users" link in the blue menu bar at the top of the screen.

Mark the checkbox to the left of the name of the individual that you want to authorize and a list of the available roles appears. Mark all roles that you want the specific individual to have and click the "Save" button.

The newly authorized report preparer should now be able to access AER-Web and your data using the e-mailed User ID and password received after registering.
