| Last fall, AQMD began a focused
investigation of lead emissions at Exide Technologies, a lead-acid battery
recycling plant in Vernon, following a public complaint alleging particulate
and dust fall out from the plant. AQMD placed several new particulate sample
collection plates around the facility and, based on detection of lead in the
collected samples, installed additional air monitors near the plant and
collected ambient air data continuously from mid November 2007. Air
monitoring results found that the facility violated AQMD ambient emission
and health standards for lead during the five month period of December 2007
through April 2008.
Based on the monitoring data, AQMD revised the air permit for Exide in
mid May and ordered the facility to cut its maximum throughput by
approximately 50 percent and issued a revised compliance plan with a new set
of 27 conditions to reduce the facility’s lead emissions into the
atmosphere.
On the evening of June 19, 2008, AQMD held a town hall meeting in Maywood
to discuss the air pollution control measures it has imposed on Exide
Technologies and shared monitoring data collected near the facility.
